Ben's out of danger of shock, and so his instincts kick in. Klaus is starting to hyperventilate and will probably have a minor or major breakdown in a moment. So Ben twists in his arms and hugs him back, clings to him again because if his body remembers nothing else, it remembers how to hug Klaus, like they're the only things anchoring each other to reality and life.
He buries his face into Klaus' neck and hugs him tightly and there's water everywhere and it doesn't matter. His own breathing is a bit ragged, but he can feel their chests pressed together, skin on skin and firm, real person with each breath.
